Letter from the Regional Government of Ucayali consolidating legal and scientific evidence to argue that the territory claimed in the Aguaytía River basin does not constitute ancestral land of the Shipibo people. The document articulates three converging evidentiary lines: anthropological and historical evidence, through a report commissioned by the Provincial Municipality of Coronel Portillo documenting the historical settlement of the Shipibo people on the right bank of the Ucayali River and the ancestral occupation of the Aguaytía basin by the Cashibo-Cacataibo people, with records dating back to 1657; archaeological evidence, through Director Resolution 019-2016-DDC-UCA/MC of the Ministry of Culture, which approves the Final Archaeological Monitoring Report of the Tibecocha estate and concludes that no archaeological findings nor evidence of Shipibo presence were recorded on the surface or subsoil; and registry and land allocation evidence, given that the Tibecocha estate was allocated to 222 settlers via Legislative Decree 838 in 1996, who subsequently formed the Las Palmeras de Tibecocha Agricultural Association in 2006. The Letter was issued in the framework of the 170th IACHR Session.
